The 48-hectare grounds of the former military barracks – the Bayernkaserne – have been the property of the city since 2011 and provide enormous opportunities for Munich’s urban development and the tense residential market. Approximately 3,500 residential units, networked public and private areas, as well as social infrastructures, among these 9 childcare centres and a school centre, are to be created.

The high-quality design and spatial arrangement appropriate for the work to be done and for the location itself is to be found and guaranteed by designers and planners via competitions. Munich is therefore taking an innovative path in developing the Bayernkaserne by closely integrating citizen participation and a competition in a multi-phase process. On 17 January 2014, the prize jury decided on a prize group of 6 equal-quality works which then went into the revision phase.

Even before the competition was publicly announced, the public was already able to take part in workshop discussions. This participation format was also continued after the competition. Citizens were able to take part in discussions in an all-day workshop with planning teams from the prize group and talk about the designs and provide recommendations directly for the revision process.
Munich hopes to gain optimum planning from this process, into which the expertise of the public will flow, as well as a greater acceptance of the planning in order to be able to push forward the binding urban land-use planning without interruption and in a legally watertight manner.

This project was put up for discussion as part of the 2014 Baukultur Workshops.
